Unfortunately, it's hard to tell simply as it is. If it's related to this how this place operates, it'd be easy to assume it's related to something like a Noble Phantasm that he has, but...

Correct. It's a special ability – or abilities – that are completely specific to an individual based on who they are. Specifically, it's only really applicable to Heroic Spirits. The Witch doesn't strike me as one, so it's only an approximation of what this magecraft could be.

I suppose the term's a bit of a misnomer – the only real quantifiable feature is that they've made enough of a mark in history, legend, or something else that they're able to potentially be summoned from the Throne. They don't necessarily have to be heroes, and certainly don't have to be just to be considered.

I do. I can make anything I can hold into a copy of the holy sword Excalibur – even things not normally feasible in a fight.
